1b. The 12 other institutions of this network are very much dependant : their decisions are influenced by 22 other institutions (rather than 1/2 in the 4 above institutions !). So, excepted in the case of c22, these « relay-institutions » (c1, c2, c5, c6, c7, c8, c17, c18, c19, c22 and c23)probably have/could have a very important role in decision-making.

2a. The institutions (c25 and c26), which are only (very) dependant, seem to play a little role.
2a. But the institution c21_so seems to have as much influence as the 4 major institutions of the network (c10_soaef, c16_snfuc, c4_ofa, c12_sacc) : it indirectly influences 22 institutions, and it is influenced by any other institution ; So it could be viewed like a concurent pole to the 4 above institutions (!?) ...
2b. And like the 11 relay-institutions of the network (c1, c2, c5, c6, c7, c8, c17, c18, c19, c22 and c23), 7 institutions (c3, c9, c11, c13, c15, c20, and c24) which are as much dependant as motive, probably have/could have also a very important role in decision-making.
In summary, 5 institutions play a very motive role in decision-making. They are c10_soaef, c16_snfuc, c4_ofa, c12_sacc, and more independanltly, c21_so. But, by playing a role of relay in the decision-making, 18 other institutions have also a key role in the studied region (c1, c2, c5, c6, c7, c8, c17, c18, c19, c22 and c23 ; and more independantly c3, c9, c11, c13, c15, c20, and c24). Only 3 institutions (c22, c25 and c26), which are only (very) dependant, seem to play a little role.
